Short answer: Pea and rice peptides are useful lower-allergen choices because neither source sits on the main reportable allergen lists used in the United States, the European Union or Canada. That makes them attractive for products that must avoid declaring soy, wheat, milk, egg, peanut, tree nuts, fish, shellfish, sesame or gluten. It does not make them hypoallergenic in a clinical sense: individual allergy to pea and other legumes exists, rice allergy occurs though it is uncommon, and shared production lines can introduce an allergen that the raw material never contained. Treat pea and rice as easier labelling positions rather than as guaranteed allergen-free ingredients, and control cross-contact as the deciding factor.
Why these two sources come up so often
Allergen labelling rules are built around a defined list of sources that must be declared. The main lists in North America and Europe name milk, egg, fish, crustacean shellfish, tree nuts, peanut, wheat, soy, and in some markets sesame and others. Pea and rice are not on those lists, so a formulator who needs added protein without adding a declared allergen usually starts there.
What "hypoallergenic" does and does not mean
- It is not a regulated claim. Unlike "gluten-free" or "organic", hypoallergenic has no single legal definition in food law. It is best read as "less likely to be a problem for most allergic consumers".

The two controls that actually protect the label

Ask how the manufacturer schedules allergen-containing and allergen-free production, what changeover and cleaning validation is used, and whether dedicated equipment, ducting or rooms exist. Verify with swab or rinse results rather than a statement alone. The second is supply-chain documentation: a site-specific allergen statement, a cross-contact risk assessment, and the allergen list of every carrier, enzyme and aid used.

What not to do
Do not describe a pea or rice peptide as hypoallergenic, allergen-free or safe for allergy sufferers without a documented basis and a regulatory review, because such statements can become a misleading health claim. Do not assume a peptide is safe for someone with a diagnosed pea or rice allergy. And do not let a clean raw material certificate replace a cross-contact assessment, since the allergen on a finished label is often introduced by the line rather than by the ingredient.
