Hard capsules vs softgels: how do I choose the dosage form?

Short answer: As a rough rule, choose a hard (two-piece) capsule when the active is a dry powder, granule, pellet or small tablet, and choose a softgel when the active must live in an oil, organic solvent, paste or other liquid that needs sealing inside a one-piece flexible shell. The decisive factors are the physical state and stability of the fill, the target dose, the release behaviour and the practical manufacturing and cost case.
Two capsules that work very differently
Both forms are oral capsules, but the chemistry and feel are different. A hard capsule is a two-piece shell — a body and a cap — that is filled dry and then capped; it is essentially a portable powder. A softgel is a one-piece shell that is formed, filled and sealed while warm, so that it can hold a liquid inside a permanently sealed, flexible bag. Each has the strengths and limits that follow directly from that difference.
The state of the fill decides a lot
The single clearest guide is the physical state of the active:

If the formulation is dry, a hard capsule is usually faster and cheaper to develop and produce. If the active is oily or a very low therapeutic dose dissolved into oil, a softgel gives a sealed, uniform opportunity to control the fill.
What else shapes the decision
- Dose and fill volume — powder blends for a bulky high-dose active fit a hard capsule; a tiny oil-soluble dose is often made precise as a softgel solution.
- Stability of the active — water-sensitive actives may suit an oil-based softgel fill that keeps water away, while moisture-bearing blends can struggle in a breathable hard shell unless protected.
- Release target — both shell types conventionally release fairly quickly, but pellets and multiparticulates go more naturally into a hard capsule if you want a controlled- or site-specific release built into the beads rather than the shell.
- Manufacturing and cost — hard-capsule filling lines are flexible and lower barrier to entry; softgel production needs specialised ribbon-and-die equipment and is typically done in larger volumes.
A tale of two shells: strength vs flexibility
Both shells rely on gelatin's behaviour but for opposite reasons. The hard shell needs crispness and dimensional stability yet must not shatter, so it is dried to a tight, fairly low moisture and controlled by gel strength and moisture balance; too much dampness makes it stick, too little makes it crack. The softgel film instead needs permanent flexibility, so it carries a plasticiser (glycerol or sorbitol) and keeps residual moisture, so the sealed bag can flex with its liquid fill for months or years. Understanding that neither shell can simply be swapped for the other is why the physical-state rule above matters.
Release and bioavailability
When an active is dissolved in an oil inside a softgel, it is presented to the body already in liquid form, which can help absorption of lipophilic, poorly water-soluble drugs. Presented as a loose powder in a hard capsule, the dose relies on the fill disintegrating and dissolving during transit. Neither statement is a guarantee for any product — bioavailability is measured particle specific — but the starting chemistry leans that way, which is why so many fat-soluble vitamins and oils appear in softgels.
How to make the call
In practice the choice is rarely only about the shell:
- Start from the active and its solubility and stability data, and ask what vehicle it truly needs.
- Consider the dose size and whether a powder fill or an oil fill gives the more accurate, reproducible dose.
- Confirm your release and stability targets, then test both candidate fills in your own study.
- For a regulated product, confirm your chosen form, claims and market requirements with your supplier and regulatory contact before scaling a batch.
